You've seen these license plate holders around, typically on a fast German car. Mmmm. To be clear, the organization itself has a straightforward purpose. The problem is with a perception that members might get favorable treatment from the police. Like this: "11-99 Foundation License Plate Frame - Culture of Corruption?" "Buy a cop today?" Ouch. In response to this type of critcism, the Foundation has modified its ways. Like this: A police charity moves to exit the fast lane.

So that's the mystery. Do these license plate holders (in conjunction with the ID cards) get people out of speeding tickets they would otherwise get? Mmmmm. People who drive fast in $100k vehicles might view another $1800 to join the Foundation (the cost from a few years back) with the benefit of lessening the odds of getting a ticket as more useful than some other options. Like the one Porsche offers for $2160 called Air Vents Leather, which covers the vents that blow air on your face with color-keyed leather. If we were Paris Hilton, we know which choice we'd make. Or, you could roll like Apples' Steve Jobs, who seems to do just fine driving around for months without any license plate holder or license plate. Don't try that with your Hyundai.
