This city has never had enough dispatchers. It's been up and down for years -- it'll be 10 minutes on hold for la proxima operadora one night, and then 3 seconds the next. I just wish they would get rid of those damned TTY tones.

Crime stats should include the number of people who give up on hold, and thus are unable to report crimes. This is basic call center stuff.
