I agree with Sup. Elsbernd in regards to Sup. Daly's idea to use $28 million in a potential budget surplus to be diverted for additional spending.
I want Chris Daly to explain how the retiree health benefits will be paid by the City - pay the bills you already owe before you create new ones. Simple stuff.
