jackson - there are some elements that make it look as if Mr. Peskin (or should I say Mr. President Peskin? Or maybe Councilman Peskin? anyway) that make it look as if he has been superimposed over a shot of a beach.
I really think though, that it's the lighting and contrast. I like the little footprint part, too.

No they actually set equipment up on the beach. The lights were 180 degrees apart so the lighting looks unnatural.
The actual magazine also has three shots of him running at the camera, so those are his real footprints.
In any event, it's an arresting image so it benefits the magabook, perhaps at the expense of Mr. Peskin.
