<description>&lt;p&gt;the last due dilligence panel the city used for TechConnect on the RFI/C process was all city employees except one paid consultant and a token community mmember representative that has been involved in the situation from the start and stands to benefit - not exactly a unbiased party

In looking at some of the documents released, it appears that the city would rather go quickly with the top RFP candidate 

unfortunately concerns that the RFI/C and RFP are window dressing to backroom deals seem worth considering.&lt;/p&gt;</description>

<description>&lt;p&gt;A couple notes: The 3Mbps connection is framed in the RFP as &quot;wireless T-1&quot;, so it&apos;s seen as the super-duper connection, rather than the regular paid connection, which is required to be 1Mbps across the board. 

Also, according to the city folks, there will be some sort of RFP review panel, which will have more than just Chris Vein on it. Who and to what end remains to be seen, though. &lt;/p&gt;</description>
